The Former President's Progressive Warning Overlooks The Continent's Real Danger: Technological Decline.

The recent US security policy document offers a misguided assessment of the European Union. The document asserts that open-border policies and so-called "woke" policies represent an existential threat to European civilization. However, this perspective rests on a serious misinterpretation of the situation. The actual danger confronting the EU is not societal but economic and technological backwardness.

A Glaring Growth Divide Between the US and Europe

The data paint a stark picture. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the EU. During this period, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than major European economies like Italy and France.

Currently, roughly half of the global top fifty tech companies are American, while only four are from Europe.

The Technological Shortfall: A Critical Question

This widening economic gap is driven by stronger productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This gap prompts a vital question: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Experts widely concede it is essentially a two-horse race involving the US and China, with Europe starting at a clear handicap.

Root Causes of Europe's Technological Lag

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile system for funding startups. Europe still lacks a genuine unified investment market, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A US startup can launch a product under one regulatory framework to access a consumer base of over 330 million. The European Union, despite a larger population, is divided among twenty-seven separate regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

Despite these hurdles, there are reasons for optimism. European leaders are increasingly aware of the severe threat and have started to advance serious reform. Key analyses on European competitiveness and the internal market highlight the need for sweeping changes.

With the right incentives and rule changes, Europe's strengths might enable far greater degrees of business-led breakthroughs.

The continent retains significant strengths: skilled human capital, excellent schools and universities, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating next-generation tech, it can still dramatically increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. But, without bold steps to tackle its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in global economic relevance.
